HEATDRAWN Awarded Omidyar Network Tech Journalism Fund Grant for Investigation into AI Enforcement Gaps

Los Angeles, CA — January 20, 2026


HEATDRAWN has been awarded a grant from the Omidyar Network Tech Journalism Fund to support “Principles Without Penalties,” an investigative reporting project examining enforcement gaps in artificial intelligence regulation across hiring systems, retail surveillance technologies, and consumer credit markets.

The project will analyze federal agency actions and regulatory guidance from the Equal Employment Opportunity Commission (EEOC), Federal Trade Commission (FTC), and Consumer Financial Protection Bureau (CFPB), focusing on the gap between stated AI governance principles and actual enforcement outcomes.

Distribution partner AfroLA, an award-winning nonprofit newsroom based in Los Angeles, will collaborate on publication and audience reach.

The investigation will explore how algorithmic systems operate in practice, where regulatory mechanisms fall short, and what accountability looks like when emerging technologies intersect with civil rights and economic access.

“Principles Without Penalties” continues HEATDRAWN’s focus on AI accountability and structural systems reporting.
